Stir in cocoa powder, flour, salt, and baking powder until just combined. Pour the batter into the prepared pan and spread evenly. Bake for 20–25 minutes, or until a toothpick inserted in the center comes out with moist crumbs. Allow the brownies to cool completely.
- Make the Chocolate Mousse: Heat 1/2 cup of the heavy cream in a small saucepan or microwave-safe bowl until steaming but not boiling. Pour the hot cream over the chocolate chips in a mixing bowl and let sit for 2 minutes. Stir until smooth and fully melted. Let this chocolate mixture cool to room temperature.
- Whip the Cream: In another bowl, beat the remaining 1 cup of heavy cream with powdered sugar and vanilla extract until stiff peaks form. Gently fold the cooled chocolate mixture into the whipped cream until fully combined and fluffy, being careful not to deflate the mousse.
- Assemble and Chill: Spread the mousse evenly over the cooled brownie layer. Refrigerate for at least 2 hours to allow the mousse to set properly.
- Serve: Slice the chilled brownies into 9–12 pieces. Optionally, top with chocolate shavings, a dusting of cocoa powder, or additional whipped cream before serving.
